Nope. As per hockey Canada rules teams are allowed 6 affiliate players. Would be stupid not to take advantage of that.

At any level if the ref called a goal a good goal despite it being 8 ft offsides. If he blows the whistle and drops the puck . Even with video evidence the goal stands.
