The opinion of the teams differ depends on their own situation. A team like Clarenville wont care for imports because they are 1hr 20m drive from St. johns and its easy for them to bring out locals. A team like Corner Brook would find it cheaper likely to bring players in from Halifax as opposed to the expensive flights from ST. johns. Not many players live on the West Coast anymore....how many do you think will drive 16 hours every weekend to play two games of hockey.
The reality is the league needs imports. The quality and quantity of the players in NL is not high enough to sustain or improve the level of play in the league. Its up to the teams executive to start spending their money correctly if that is an issue. As for the number per team, you can see were the disparity comes from the league tried to solve a parity problem. It did somewhat but the reality is that an import slot is a wild card that falls outside the draft or a territorial pick so if a team can openly recruit three or four players from anywhere in the world with ex pro experience that may effect parity more then anything.
Heres away to solve the import problem:
All teams get equal number of imports say 3 and an import goaltender.
All imports from last season are grandfathered in. If a team had 4 imports they can bring back any of the same four if one leaves for example they cant replace him with another import player. Gradually gets the number to 3 and doesn't take a game of hockey away from others ( a la cirrelli)
If a team chooses not to use an import card. Then allow them to have a local signing outside the draft of territorial picks. So say Clareville would like to sign Sam Roberts or Mark Lee for example if they don't play in Europe next season. Take away the use of an import card and allow them to sign either without entering the draft. If Roberts is taken off their protected list then Clarenville would get there import card back.
