Does the CWSHL operate under Hockey Canada rules and if so why are they not enforced?

Rule 57. Face-offs

(a) The sticks of both players facing-off shall have the toe of the blade touching within the designated white area within the face-off circle.
(b) In the conduct of a face-off anywhere in the playing surface, no player shall make any physical contact with an opponents body except in the course of playing the puck after the face-off has been completed and the face-off isn't completed until the linesman drops the puck.

This rule was violated many times during the CWSHL final and the offending player was seldom ejected from the face-off.

A player who keeps the toe of the blade off the ice and uses the stick to block the opponent from the puck while rotating the body to a position blocking the opposing player before the linesman drops the puck is a clear violation of rule 57 and the player should be ejected from the face-off circle.

If my assessment is incorrect, please provide clarification?

Players #9 & #19 on the Flyers are guilty at least 75% of the time.
