Strange call
A goalie should stay in his net if stick broken. A player must bring him the stick. He skated to his bench and changed sticks. This is an automatic penalty. He wasn't pulled he had to sit on bench to serve penalty while another team mate sat in box. Strange but that's it with this ref he will pick this up but miss another player spearing and the ref just 10 feet away and looking right at them. This caused all the later problems with fights etc. The same ref last weekend and then same thing happened.
When the goalie crosses the blue line during a stoppage of play the team has three options. 1. Change the goalie 2. Take a minor penalty where the original goalie can return to the net 3. Play with 6 skaters and no goalie. 99.9% of the time they will change the goalie for one shift.

Rule 3.1 Adjustment of Equipment
(c) A goaltender may not delay the game unnecessarily to adjust his equipment, during a stoppage of play, unless he has received permission from the Referee and remains in the goal area. If a goaltender goes to the players’ bench to adjust any equipment he shall retire from the ice and his place shall be taken by the alternate goaltender and no warm-up will be permitted. However, this would only apply where an alternate goaltender is dressed. The alternate goaltender must remain in the game until play resumes. For a violation of this rule, a Minor penalty for Delay of Game shall be assessed.
Note: A goaltender may not go to the player’s bench at any time during a stoppage of play unless he is being replaced by a substitute. (Except during a time-out as per rule 10.17 (e) guidlelines 3.)
The penalty assessed in this situation last night was a Bench Minor, not a Minor penalty for Delay of Game and here is why:
The goaltender in question skated to the players' bench to replace broken equipment meaning the team had two choices; (1) send their backup goaltender to play the next shift or (2) take a Delay of Game penalty. The Royals' coach did not want to choose either of those and was yelling in an unprofessional manner at the referee who proceeded to assess a two minute Bench Minor penalty (likely an "unsportsmanlike conduct" penalty to the coach for continuously yelling). The backup goaltender then played the next shift because in order for the starter to play that shift, the team would have had to absorb the Delay of Game minor penalty in addition to the Bench minor.
*Note* Contrary to what another poster has stated, there is no situation in the Hockey Canada Rule Book where a goaltender would sit on the players' bench or in the penalty box to serve his/her own penalty. Any minor penalty incurred by a goaltender would be served by another player who was on the ice at the time of the foul. If, however, a goaltender should incur a Major Penalty and Game Misconduct or a Match Penalty, he/she would have to retire to the dressing room for the remainder of the game.
