Just a thought,
Since the east league agreed to interlocking games, wouldn't you think it would be in their best interest to have a single senior A league with two divisions. and the scheduling remain the same. Would at least allow the teams to build a product fairly.
With territorial rights, a draft, trades etc you would think that would eventually mean parity. It would also finish the argument that paying players would attract people to leave there local team.
