Parity can only come about if all teams put the interest and health of the league ahead of themselves.

The issue with senior hockey in NL pretty much summed up in one sentence.

I’ve heard the words come directly out of AJ’s mouth. The Stars and Cats has an agreement that if and when the Stars join a league again, that the Cats must release him back to CBN. Perhaps that’s part of the reason league interest started to decline.

That's a very interesting point. Parity certainly makes for a healthy league and I think does impact fan interest.

Just looking at the list of Herder winners and since 2006 only 3 teams have won the championship.

Cats, Caribous, and Ceebees. That is a long run without someone other than the big 3 winning
