The eligibility requirements are taken straight from 2000: Teams were allowed to protect either one goaltender, five defensemen and nine forwards, or two goaltenders, three defensemen and seven forwards.
You want NHL rules it seems. How many did each team get to protect in this league?
As well i do believe the NHL has this thing called free agency where there is a free agent pool to choose from each year. This league owns players forever, giving and expansion team practically no chance to build a competitive team.
If the league made an even close to a sensible expansion process this mess never would have happened in the first place
They were handicapped from the start and needed a handout to have any chance at being competitive.
Somebody go back and look at the other teams rosters and how the draft would have looked for the flyers if the teams were given the nhl expansion protection rules. Im sure a much more competitive team would have been introduced.

They never had money. thats why they werent competitive. Nothing to do with the rules. Hey habitant every new team has growing pains... No team is an instant success overnight .. You keep saying that the flyers are the only team to get a handout. They are also the only team that had such ridiculous restrictions. 125 protected players vs 0 when the cats entered. only 50 players in the league as well. thats 75 extra bodies to find players. And dont forget that the pool of players are less now(argueable) than 13 years ago.
I know it wasnt easy for the cats but at least they were able to recruit some players after builiding a bankroll. At least their hometown players were allowed to come play for them.
If the Cats funraised a million bucks, they could have and would have had an immediate competitive teams.
The flyers could have a billion but still would not have been able to ice a competitive team.
I can agree that to rectify the issue they were given too much. sure. They are becoming pretty stacked on paper which i can agree happened a little too quickly for an expansion team but I 100% agree that something had to be done. They really were handicapped from the start
